Corruption – A Scapegoat or Monster?

Corruption is the main culprit and enemy number uno of all efforts made at achieving the avowed goal of #GoodGovernance.

Reports after reports unearth scams or conspiracies revolving around unethical, immoral as well as patently illegal practices. These are detected to be resorted to across rungs of law and order machinery, starting from lowly police constables to top ranking officials as well as people-elected ministers.

The attitude of the general public pitted against strong determination of eager leaderships to eradicate corruption has begun to expose the chinks in armour leading to a wholly different angle of studying this chronic menace which plagues our country.

Corruption within the country is rampant despite us producing ace human resources which oil world economic activity,across the seas.

So, is this monster called ‘Corruption’ actually a scapegoat and not villain per se?

In order to grasp the truth of this finding,one must examine the trend of Governmental Policies remaining immune to Judicial Scrutiny on account of privilege enjoyed by elected,august Houses of Legislature apart from the anonymous protection afforded to Bureacracy which mans the most haloed wing of Governments, viz, the Executive.
 
What leads to Corruption raising its hood in every sphere of societal intercourse throughout annals of Free India?

The answer is not far to seek because even laymen have undergone harrowing experiences in face of a crippled criminal justice system.

As the saying goes,eyes are useless when the mind is blind.

Enforcement is largely done by the exercise of ‘discretionary powers’.

Subjective use,misuse or abuse of such powers remain susceptible to errors of human judgment whether or not supported by bunch of documents by way of record-keeping.

Public service is akin to aggrandisement of wealth by private individuals and entities under a fallen mechanism. Lamentably, even those who donned mantle of Chief of Apex Court have made such an observation.

Justice delivery is an anachronism in the land of unequal citizens and clamour for equality among unequals. Large sections of society enjoy privileges on basis of birth based on a complicated caste system. Many others get freebies by virtue of being  dubbed as hailing from few minority communities of certain religions other than majority-religion of Hinduism.

History is witness to unethical partition of the Indian sub-continent to let fanatical ones lead a closetted life separately, albeit on both sides of Bharat that is INDIA. Those who could purchase a train ticket left there but in succeeding decades, purchasing power thanks to Gulf region coolie-syndrome and lack of legislative attention to the directive principle calling for implementation of #UniformCivilCode procreation projects led to boom in political clout or numbers of major minority religion-following population.  

Clearly, lack of intent and political will appears to be the root cause of all corruption in our modern society.

High Priests of current administration should pay attention at once to set right things and attain objective of the Preamble to Constitution of India, viz, political justice-social justice,economic justice.

Existing body of laws may be slightly tweaked in a thousand different ways to obviate onerous task of mustering support for new enactments when the country is undergoing metamorphical changes in re-knitting cultural fabric.

Ugly scars of internal terror activities such as local crypto-currency scams, ponzi schemes, love-jihad, beheading, fatwas, land grabbing and defamatory statements ought to be erased from our land. This can only be undertaken if an honest leader displays a strong will to instal righteous ones with pragmatism in all seats of power.

Otherwise, parallel regimes of mafiaso, be it in Film Industry acting as front and conduit for drug-peddling, flesh-trade, black-marketing or in the similarly popular Sports Industry churning out czars of gambling and piracy will but thrive.

It is high time to segregate voters as those who attest to #OneNationOneLaw and those that wallow in self-pity and seek to divide it for selfish ends or as serfs of foreign paymasters. Thus, the typical viewing of all policies upon lines of religion worn on chest or the genetic lineage of communities must be discarded.
 
Such a new look at #PolicyPlanningAndLaws can help evolve a solution to ills comprising the sum total termed as -‘Corruption’. The solutions of hyper-inflation,living-crisis and energy woes are inter-twined with that of bribe-taking and sold-out public servants.

One glaring transformation-measure could be to levy a flat and uniform rate of 8 % as GST across all types of services rendered or goods manufactured. Unnecessary, wasteful litigation would disappear.

Similarly, it would certainly be prudent to tap the huge coal-deposits available in our country besides rationalising power generation, power distribution and power tariffs by withdrawing pernicious, continuing evil practice of subsidising electricity supply as well as differentiation of domestic consumption and  commercial consumption.

The dichotomy is artificial. The subsidy system is akin to practice of the proverbial snake eating its own tail as ‘power-cuts’ are undertaken to balance the cost of generation vis-a-vis subsidised rates charged from population-groups. 

The revolution ought to be a structural-one and not a cultural-one,as is being bandied about by certain quarters of governance systems.

Honorable Prime Minister of India, Shri.Modi  is the one who can find the solution and bring about the revolution against corruption. Not only can each and every citizen be provided with affordable housing in an unbelievably short span of time but technological revolution can bring wireless communication networking as the mainstay of e-governance and excellent practices.

That would put an end to menace of counterfeit currency printing rackets and many such criminal syndicates enjoying political patronage in the past. In the result,National Security will be fortified and become robust.

Our economy has indeed been quite resilient to the deteriorating external environment. This is an opportune time to plug loopholes in the institutional sustems, root out corruption and emerge as a truly honourable democracy that fends for all citizens in a plural society.

This threat analysis shows that Corruption is a scapegoat amd not the monster. Human elements are the actual barbaric culprits. Psuedo diplomacy is a villain as well and we must stop cheering india-baiters and those who sponsor our enemies.
